Probably not. No one except Trump and his core supporters really take the wall seriously. If congress passes a budget without the wall in it and Trump vetoes it, they'll probably just override the veto.

That would be idiotic, and Nancy Pelosi isn't an idiot. Besides, Trump is going to veto this, and with a divided Republican Party, an override isn't guaranteed unless all Democrats voted for it, and hard-core partisans like Barbara Lee and Keith Ellison will vote against it.

Congress won't fail to do it, I guess, but there may be some chance that Trump vetoes the bill. Democrats won't approve funds for the border wall, on which the Freedom Caucus insists. Establishment GOPers will then vote with most Dems to pass a spending bill without border wall. Since that is hardly acceptable for Trump, he may use the veto pen. Didn't he already indicate that he's willing to risk a govt shutdown for the stupid wall?

Before the debt ceiling was put into place, Congress literally passed a bill each time new debt was issued.  So believe it or not, the debt ceiling is an improvement over prior practice.  Still, Congress should reinstate the Gephardt Rule that was in place from 1979 to 1995 that automatically raised the debt ceiling when a budget was passed.

As I've said before, the debt ceiling must be raised unconditionally. Preferably, first thing when Congress returns on September 5. This is the Credit of the United States we're dealing with here. We're lucky that we have any AAA ratings at all, so let's not ruin it by failing to raise the ceiling. And raise it to some number we won't hit until after the 2020 elections, like 25 or 30 trillion, so we can (hopefully) take the issue out of Trump's hands entirely. To suggest that Anti-Trump legislators should withhold votes to get some political benefit out of this is beyond stupid. You get, what, 2 or 3 more seats in the house than you would have gotten otherwise, while the country suffers from rising interest rates. Or maybe certain current loan sources will just stop giving us loans permanently, further exacerbating our debt crisis. It is shameful that even one democrat in existence is suggesting such a dangerous move.

The government shutdown is different - it has no long-term effects, and we can and should shut down the government until it is agreed that Planned Parenthood will be completely defunded. But failing to raise the debt ceiling has real, tangible, terrible consequences, and therefore it must be raised, preferably on September 5 by votes of 434-0 and 100-0, regardless of whether a government shutdown eventually occurs.
