I advocate this bill because it presents a fair, balanced, and competent approach to helping our most vulnerable citizens whose lives have the right to be protected by their government. This is one of our most important responsibilities as civil servants who the people have entrusted us in helping them during times of dire need. It would be shameful for us to not take action during this crucial moment for our nation. I wish for a speedy passage of this bill to fund whatever already has been destroyed by Hurricane Harvey. I am fully aware of Hurricane Irma's impending landfall somewhere along any coast of the Southern Region. However, I suggest that both houses of Congress pass this quickly enough, so that we can put Hurricane Irma funding in another bill for another day very soon. Thank you all very much, and if you feel like any amendments to this bill is absolutely necessary, please don't hesitate to post your thoughts.

I recommend the swift passage of HARA, especially in the wake of Irma and maybe Jose coming to the US shores.

The only thing that comes to my mind though as a concern is that we might want to consider altering this with the other two storms potentially coming, in some fashion. Or was it already crafted with those in mind?

Thank you LouisvilleThunder for introducing this bill.

With the damage done by Hurricane Harvey, this is something that is desperately needed to get the recovery process going, and I hope to see this pass soon.

I also have the same questions as Speaker NC Yankee, as far as would this be considering the next one or two potential storms that may be affecting the area in the very near future? Especially since it is likely by the time this is complete it is very likely that Irma will have at least hit and done damage already to an already weakened area.

I wasn't sure if the cloture rule applied, as the last post of debate had been made fewer than 36 hours previously. Tongue D*mn, it's been a long time since I had to think about any of this.

Never and I got rid of all the references to 36 hours. It is now 24's and 48's. We de-nixified the rules you might say in both chambers. So your experiences from early 2016 as PPT might not be too helpful. Tongue Rules for both chambers are in the noticeboard in the first post.

With a complete unanimous vote, the bill has passed the House of Representatives and is sent to the Vice President and PPT.

Technically I should have given 24 hours for vote changes, but I miss the old way of unanimous votes not requiring, and this is a big fing deal.
