Technically yes, but I don't think this is a bill that would need to be advocated for. Should pass easily.

Although I have requested to sponsor this bill, on second thought I may rescind my request. I would do so if Southern Senator ZuWo wishes to sponsor this bill instead. Because ZuWo is from the South and this bill affects the Southern Region, if he wishes to sponsor this bill then I will withdraw my request.

You can sponsor it, I'm fine with that. Making sure the people affected by Harvey get help as soon as possible is the most important.
