I've always thought that such a form of welfare would be effective, especially if there was some three year drop out system making sure funding wasn't suddenly cut off once their income hits $20,001.

in short, yes...but why not just make it universal?  Seems simpler and more fair.  Maybe let the wealthy and nice "donate" theirs back to the govt and they can get a special license plate that lets them drive in the HOV lanes even when they are alone?

Generally, no. It would probably pass with all the other programs still on board which sort of defeats the purpose. Special interests in the various government offices and those that benefit from its existence would likely gut the effectiveness of any program. That is just the nature of the beast.

A negative income tax - while not ideal and certainly capable of being a disincentive for work would be a reasonable replacement for all those market distorting programs.

Lean yes. The current welfare is not really sustainable in a long term, especially with automatation.
