I will be here to advocate for this bill and address any questions or concerns raised by dissenting Representatives.

To start the debate off, I will repost my original argument for the bill:

The purpose of this bill is to create a powerful economic incentive for fuel suppliers and consumers to switch to clean energy across the country.  The tax itself will be paid by a small number of Atlasians, and to avoid burdening low and middle-income households with higher energy costs, all proceeds will be rebated to Atlasian residents - a national version of the Alaska Permanent Fund, which for decades has sent annual identical checks to all state residents from earnings on investments made with the state's North Slope oil royalties.

The carbon tax is a simple, effective means of pricing carbon and reducing emissions.  British Columbia, which inaugurated its carbon tax in 2008, has seen a 12.9% decrease in per capita emissions in 2008-2013 compared to 2000-2007 and was three-and-a-half times as pronounced as the 3.7% per capita decline for the rest of Canada.  This suggests that the carbon tax caused emissions in the province to be appreciably less than they would have been without the carbon tax.

Love the "Green Check" idea, but there's something I would like to see added and that's a border carbon adjustment fee. That way, companies will be disincentivized from leaving Atlasia to avoid the carbon tax.

The "green checks" idea of Atlasian citizens receiving revenues raised from this bill is one of many reasons why this bill is beneficial to the constituents of Atlasia.

There is a reality that is reckoning among us that if we don't do something about this issue now, the climate change problem will get much worse-- including but not limited to: deforestation, forced migrations, depletion of the water supply, harm to agriculture, and wiping out of the coastal cities, to name a few events that could happen. It is essential that we get this problem tackled and fast!

This is why I support the Carbon Tax Act being passed and signed into law.

I like this policy, but I do think that some of the revenue should go toward funding alternative energy source research rather than solely a rebate check, though perhaps that is better suited for other legislation.

In the Senate there was discussion of using this to pay for the Energy Subsidy act thing that just passed. Considering we are going to be doing a budget and that is unfunded, I would recommend amending this to direct the necessary funding towards that program that it is paid for.

Just because this is being considered separately doesn't mean that is no longer an option.

That being said it has long been my policy to oppose both a carbon tax and a cap and trade system. In my view both programs significantly increase the cost of living for the poor, which yes this seeks to address, but also 2) reduces our competitiveness and economic strength.

That is not to say that I don't understand the costs associated with needing to protect the environment and the failure to do so. On the contrary I think it is most likely that technological discovery will find alternative sources of energy that are more cost effective. Just like natural gas displaced coal by and large in power production, which was a benefit to the environment. This was accomplished by private sector research with gov't subsidies produced new drilling techniques like fracking and the cost of gas took a nose dive as production soared, rendering coal noncompetitive.

By the same token, I think private research with incentives and yes even some subsidies will produce cost effective alternatives even in the absence of a carbon tax system. As for cap and trade, to my view, it has all the limitations and difficulties of a carbon tax, but with the added problem of creating a class of what are basically derivatives that Hedge Funds will play football with, distorting the price and availability of energy in the name of short term profit on Wall Street.

I can delve more into detail on any one of these points if anyone desires it, but for me I will likely be voting nay on this bill's final vote.

I'm proposing an amendment to protect Atlasian jobs and urge other nations to take action on climate change. This way, there won't be an incentive for companies to move abroad because of the passage of this bill.
