While Scott himself did not return the call, other officials did.

The request was for the need for the re-establishment of power in a certain part of the building (as it says in the article, some areas did have power). In addition, the hospital across the way was fully functional. Other important points to note are that Scott says that the center did not say that the patients were in danger. Also, the FPL says that, working with Broward officials, they identified priority power restoring areas. The center was listed as one, but hospitals and other such more crucial places were given priority.
