Who, besides political activists, joins a think tank?

I interned at a conservative think tank once and there was little thinking going on.

It was basically a way for political donors to reward state legislators and other public officials by funding an institute that gives them all six-figure sinecure jobs when they leave office.

There was a "free enterprise fellow" who had a BA in political science and no training in economics and his white papers were this bad copy-paste mishmash of Free to Choose and Econ 101 arguments for why taxes are always bad all the time always.
