I'd take SoCal over both of these, but Massachusetts. Better schools, opportunities, etc.

These would probably be my two favourite places to live. The NoVA suburbs sound like a place I'd like very much, and studying in Harvard, living in Cambridge, MA is kind of a hopeless dream I always had. Giving the edge to VA because it's more of a place to live a whole life.

Ultimately Massachusetts, but since I already live in Massachusetts and wouldn't mind a change of scenery I wouldn't mind moving to Virginia for a while (although it wouldn't be my first choice).

Tough choice, not overly knowledgeable about either.  Everyone who has ever visited Boston says it's awesome.  Not a fan of NOVA/DC in general from my visits to see my aunt, but I have heard Virginia Beach and Richmond are both quite nice.  Then again, Cape Cod is pretty much a more commercialized, bigger Door County, so ... I don't know, LOL.

That being said, I like Massachusetts, but it's extremely expensive, and given my age, Virginia is a better place to retire.

Virginia, particularly Richmond or Charlottesville.  Way more tolerable winters, better drivers, and closer to DC/the real South.

But seriously, the I-95 is just as much as mess in Virginia as it is up there. NOVA is reliably a swamp too on the Beltway and I-66.

All of NOVA is a horrific place to drive through. I remember on a trip back from Pennsylvania last year that the traffic was so awful on the Beltway that I decided to take an alternate route out of Philly that, unbeknownst to me, included crossing the Chesapeake Bay Bridge to Annapolis (didn't know how huge it is) and the US 301 bridge from Maryland to Virginia. I mean, it did save time and avoid traffic, but my god.
