Oakland, SF and Minneapolis have banned them this year.  Last month eight Democratic senators sent a letter to the Food and Drug Administration demanding that the agency take actions to "remove menthol cigarettes from the market place."

Banning kreteks and not menthols was a disgrace. I buy Newports very occasionally when I'm drunk and want a change from Parliament lights, which are my go-to drunk cigarette, but banning menthols would probably cause the black smoking rate to plummet.
