If I am permitted to vote on this, I will officially abstain, as I was not in the Senate for this debate, and thus a vote in the affirmative or the negative would be less than completely educated.

Yes, I know, and I have, and that's how I learned that there's a lot more to this than I feel qualified to address at this time.  Besides, I feel that my predecessor would likely have abstained as well, since it seems he did not involve himself much in this issue.
