The Assembly will now consider the following legislation introduced by the Governor.  Debate will last 72 hours.

AN AMENDMENT

To formally and constitutionally establish the new capital of the Northeast Region in Buffalo, NY

Be it enacted by the Assembly of the Northeast Region convened

SECTION 1. TITLE

This legislation may be cited as the ‘New Capital Relocation Amendment of 2012.’

SECTION 2. CAPITAL RELOCATION

Article I of the Northeast Constitution is amended:

The administrative center for the government of the Northeast Region established in this Constitution shall be New York City, NY. Buffalo, NY.

Hopefully, this legislation does not need much further explanation.  I believe it will be wise for us to do exactly as Senator Nix suggested prior to the end of his term as governor: make another pitch for capital relocation, accompanied by a real GOTV effort to ensure its success.  A lot of people voted against this, most likely, because they didn't understand what they were voting on or why it was on the ballot.  Next month we should make people informed and rally for their support.

As I've said before, the tireless effort by those in the previous assemblies should not go to waist; I will strongly support this.

Upon further consideration, I have decided to withdraw the bill.  It has occurred to me that because all amendments must be voted on in the same month, the chances of this passing are slim, and we would have better chances driving up turnout in December or in February.  I apologize for this, but I hope we can get back to working on this issue another time.
