Regional Quarters Bill

1. The Mint shall issue quarter dollar coins commemorating the five Regions of Atlasia.

2. A coin commemorating a particular Region shall include, on the reverse side, a design chosen by that Region, in any manner it sees fit.

3. No design may include a portrait of a living person.

4. The Senate requests Regions to submit their decisions to the Secretary of the Treasury within one month of the passage of this Act.

This bill essentially emulates the United States 50 State Quarters Program. It is designed to add an element of interest and fun to the simulation. Accordingly, I urge its passage.

Being that Jefferson Davis was from Kentucky and John Wilkes Booth was from Maryland, I think both would reflect South Carolina's longstanding tradition of terrible schools.

I fully support this bill, though I have one amendment.

Section 3 is hereby changed to:

3. No design may include a portrait of a living person.  If a person is chosen for the design, they must have been an Atlasian citizen.

I don't think that I would agree with this. If, for example, the Mideast wants to put Abraham Lincoln (an American citizen, rather than an Atlasian) on its quarter, it should be allowed to do so.

Although I think it would be very honorable to put Abraham Lincoln on their quarter, I think these quarters should represent Atlasia not the United States.

Living persons are excluded, as they should be. Thus, the choice of any region as to persons to place on their quarters would be severely limited. In any event, the picture of President Nym still appears on the "heads" side; regions are only supposed to design the "tails" or "reverse" side (clause 2).

However, I would support an amendment to exclude not only living persons, but all persons. That way, regions would have to choose a real, symbolic design, rather than just a portrait.
