As to Non-US question. I think the 2 chariman ( or if more) should work this out. They can help organize until then.
I don't think the Europeans should geta vote in if they get to vote, know what I mean?
Trying to be fair to all here.

The Europeans should be allowed to vote. Because Gustaf and Realpolitik are as much a citizen of this forum as you and I.

They're regular contributors whose opinions are well respected here. I think there would be something missing if they couldn't vote.

Gee, supersoulty, you might have known by studying Latin or reading the Classics. Just a suggestion.
I was gonna say that, but I didn't want to sound arrogant...especially as language mistakes could kind of strike back at me easily...
Trying to get allies for vote-rules, also...

I don't think the study of Latin is some rarefied thing that only gets accomplished at a few monasteries in the Alps. Why, I studied it, along with French, German, and Italian.

Yes, thank you for all the kind words! Especially altruistic by the Republicans, since I haven't seen any foreign Republicans!
On the latin, it isn't hard to study at all. Not like Classic Greek, which is dying out rapidly as a studied language.
