"311" is to KKK fascists a code for "three K's" or "Triple K"... you know what that is. Think also of the special significance that "88"  (H as in Heil, and H as in Hitler) and "18" (A as in Adolf and H as in Hitler) in Nazi parlance. For most people those numbers have no such significance. There is, for example, a US 311 between Danville, Virginia and Winston-Salem, North Carolina. (Until 2019 it extended southeastward of Winston-Salem, but of Winston-Salem, but that highway was removed.

Removing a highway designation for an association with an infamous number has been done, as with US 666 (Mark of the Beast in Revelation 13:15–18). US 666 has been infamous as the "Devil's Highway" for a high rate of vehicle crashes and fatalities.

Well. the track is located in a county that Highway 311 goes through so i guess it was destine to be

Why would anyone think to check what garage door pulls look like when assigning garages? That's such a stupid detail to think about.

It's literally just a garage door pull, clearly there was no harm done nor any harm intended. To pretend there was some plan behind it all is just being dramatic.

It was a noose, which if you knew a scrap about southern history you would know has a decidedly ugly connotation and very very specific meaning. Having a noose as a pull down 4 piece of rope is unusual at best. I accept the FBI's investigation that it had been there for about a year and us wasn't aimed towards Wallace. However, one has to be just outright of to see if not making bad faith apologies for the in the PC police to say that the fact this noose happened to be hanging in the garage assigned to Wallace, Idaho most 1900 garages throughout the Nascar race tour, and was discovered just as the Confederate flag issue hit the fan, with one hell of a coincidence for which Wallace Bubba was completely justified in initially assuming was a threat.

This is seriously low-quality posting.

Precinct numbers are assigned in sequence in Harris County. With growth and Democratic gerrymanders larger numbers were used. 666 was assigned to a residential neighborhood, and the residents complained. It was reassigned to a precinct that voted at a union hall with no complaints.

my wife's favorite number is 8, several of early internet usernames had "88" in them, until I explained that a few racists use it as a subtle code and a whole mess of other people recognize it as such and will assume you're a racist.

The reason they renumbered US 666 was that idiots kept stealing the signs.

No, it isn't.
I mean, it legit looks like a noose. I think an investigation was the smart way to go, especially given this region’s history

It literally was a noose. There is no good reason to tie a noose like the one pictured for a garage door pull - it has zero advantages and takes more time. An investigation was very necessary.
