The question shouldn't be in the test seeing as how most people who take it know who said it and etc. from there.

It also shouldn't be in it because it's too vauge; what exactly is being transferred here? What is meant by "ability"? And what is meant by "need"? Depending on how I choose to interperate the question I could very easily put anything from "strongly agree" to "strongly disagree".

Oh and I've answered all the possible different answers at different times...

Btw, the hyperbolic reactions here really aren't justified; just because you disagree with an idea (and that's all this is; an idea. The question here is not: "do you think that forced collectivization" is a good idea or anything like that) doesn't mean you have to scream about how evil or horrible it is.
