Maybe some type of graduated punishment, for those who have been arrested for it more than a couple of times.  I don't consider it a serious issue, but if it gets out of hand, it will have to be dealt with more seriously.

I favor very harsh punishment for criminals who actually harm people, but I just can't see streaking being in that category.
