This could be one of those "Most Democratic" vs. "Most Liberal" questions again.  It is much more likely that Bush got at least 1-3% out of the most liberal precinct than it is that he got any votes at all out of the most Democratic precincts.

In Bush's worst precinct in San Fransisco (3283), he still got 12 votes.

In 2000, there was one almost 100% black precinct in Memphis where Bush got zero votes, but he got 9 out of that box in '04 and there weren't any with zero votes for either candidate.  I'd imagine there are a number of heavily black precincts in cities, even relatively conservative cities, where Bush got 0 votes.  But those aren't liberal precincts.
