Nope. East Palo Alto was only Kerry's 4th best city in California. Berkeley, Compton, and Oakland were top 3.

San Francisco was 13th in California, and 9th in the bay area. Plenty of places went better for Kerry than San Francisco.

What were Berkeley's percentages?
