Armed Services, Homeland Security, and Judiciary. International Relations, Appropriations, and Rules wouldn't be bad either.

I have an I-895 proposal around Philly, an I-72 running south of Philly relieving the Schuykill, and an I-87 extension bypassing Philly and NYC to the west eventually running down Delaware to Rehoboth.  I'll link you to a site I heavily contributed to, but got no credit for.  The I-66 extension towards the Delmarva and South Jersey was my thinking as well.

The Rules committee decides on the schedualing of the debate on particular bills and decides what the rules of the debate will be.  It sounds pretty lame, but the rules choosen for debate and voting can acctually have a huge impact on close bills.

Exception:  Often times, some Ways and Means memebrs are allowed to have a second assignment, due to the fact that their committee strongly impacts the activities of everyother committee.  They often like to have one memeber of Ways and Means on each committee, so as to keep tabs on what is going on.
