Thanks Alcon.  The number of votes cast in the three precincts add up to the total number of votes cast in Kimball.  It's funny that so much fewer votes were cast in Precinct 1 than in the other two precincts, particularly Precinct 2.  That leads me to believe that there was some attempt to coordinate the precincts with the boundaries of election districts to some state or county office, and that Precincts 1 and 2 are in different districts.  Just a little over a third of the votes cast for President in Kimball in 2004 were cast in Precinct 3, so my guess is that precinct was intentionally drawn to include about a third of the registered voters in Kimball.  My guess is that Precinct 3 is the the same election district as one of the other two Precincts, probably Precinct 2, for whatever office Kimball's precincts were drawn to conform to the district lines.  I'll see if I can find out what the scoop is.

That seems reasonable.  Many counties here attempt to really break down precincts, so that there is only one ballot per precinct.  We don't have a township system, and have unincorporated areas that are serviced by different districts.  You oftentimes end up with precincts with just one or two people, or even none, to assure that this is possible.

It turns out that Kimball Township in St. Clair County, Michigan is divided among County Commissioner districts, but it is actually Precinct 3 that is in a different district from the other two precincts.  See http://www.stclaircounty.org/Offices/boc/map.asp .  All three precints are in the same Congressional, state House and state Senate districts.  I'm not sure if the town of Kimball is divided among any other type of election district, although I'd guess not.

So, what is the scoop in Kimball, Michigan?

There are three precincts in Kimball, which is mostly rural, with a couple of housing developments.

Precinct 3 votes for a different county commissioner.

Precincts 1 and 2 vote for the same offices.  They vote in the same building.

Precinct 1 is the eastern half of the blue section on the map Kevinstat posted, precinct 2 the western half.

My town is EXTREMELY Democratic, For our own precint there are only TWO registered Republicans, a married couple.

The town pop is about 5,000 give or take a thousand. There are a total of 164 Republicans out of the voting pop. I register on my birthday in a month and nine days, to join with the majority party,  lol.

The two railway (?) stops in the two-precinct district make me think the two precincts might represents two population clusters.

Bush won by quite some margin. They actually almost named our town's new high school "Ronald Reagan High School", located conveniently near Reagan Lane and Eisenhower Drive. The town is along the far suburbs of Trenton, right where cookie-cutter suburban neighborhoods meet farmland. I believe the proper term is exurbs.

The Kerry counties are very poor and very Hispanic.... especially Huron.
