In the last Australian election, all the state governments were held by the Labor party. The Labour governments of Qld, NSW and Victoria werre all having their own problems and popularity slumps.

This was cited by some commentators as why it was hard for Labor to pick up a swing in the election as some voters used the federal election to express their frustration with the State Labor governemnts.

Is this effect going to arise in Canada? Furthermore will it benefit the Liberals who only hold 3 provincal premierships ?

The Liberal Parties of provinces have absolutely no relation to the federal Liberal Party save for the name.

Some of the Liberal parties are related Gabu. However, the major ones (BC, ON, and QC) are officially independent. Deffinately the unpopularity of the Liberal government in Quebec will hurt the federal Liberals, even though they are not related. There is some effect in Ontario, but that was mainly in the last election when the provincial Liberals weren't as popular. They aren't so bad now.
