JFK is right-

Article V, Clause 3. No campaigning shall ever occur outside the Fantasy Election threads in the form of posts. However, a user’s personal signature and name are not restricted.

The clause fails to mention any punishment or means of enforcement.  However, I have one problem with the proposed bill:

 I don't think "reminding" inactive voters to vote constitutes campaigning.  Not unless votes are solicited for a particular candidate.  This should not be included.

Although not specifically stated, it is implied that "the Senate shall have the power to enforce this article through appropriate legislation."  Which is what JFK is proposing.
