consider everything...crumbling infrastructure, lack of roads, bad traffic patterns, congestion etc.

West Virginia

I would say Massachusetts because the Big Dig completely screwed up Boston's traffic patterns, but that's over and done with.

Certainly Missouri, at least as far as the states I've been to are concerned.  Upstate New York also had some rough patches, if I remember correctly.

If you can't afford a car, Kentucky and Ohio probably have some of the worst. There's hardly any accommodations for bicyclists in these states.

If you do have a car, however, Kentucky has probably some of the better roads.

Michigan, but they have got singnifantly  better over the last 6 years.  The State has been spending lots of money.  I don't drive through other states that much to know about the conditions of there roads.  Over the last 2 years they have been fixing the roads downtown for the SuperBowl.

I-10 through New Mexico is horrible.  But Texas has great highways.

EXTREMELY strangley, it's not Mississippi.

For a good example, think of highway 98.  It's a nice 4-lane road in MS and turns into a crappy 2-lane blacktop when you get in Alabama.

I agree.  Mississippi's roads are not the best in the nation, but therre is a very clear decline in quality when you cross the border into Alabama.

In other words, they're probably a lot like roads in rural Alberta. They're pretty crappy too.
(Oh, and not to forget - in Germany, the answer is clearly Mecklenburg-Lower Pomerania.)

Here it's pretty much every road in the Northeast, except the few freeways they've done recently, but that's pretty not borderline northeast.
