1) James Buchanan
2) Warren Harding
3) Franklin D. Roosevelt (his New Deal ideas weren't bad at the time, but there needed to be a time limit on them or something, also court-packing and the internment were inexcusable)

That's a pretty good list, though I'd part Carter on there in his own right.

The biggest thing Carter did was deregulate industries. Why should he be worse than, say, FDR?

Actually you have.  But my opinion of him was so low that I still consider him one of the worst presidents.

I do think he did some good things.  The only problem is that all the good things he did were unintentional and/or forced.  He never wanted to do them.  And the stuff he wanted to do was mostly bad.  So there some unintended good consequences to some of the things he did.  He would actually hate to have that as his legacy.

I also hate what he has become -- an arrogant, holier-than-thou old scold.  He ought to STFU at this point, in my opinion.

Pre-Civil-War: James Buchannan, Tyler as runner-up
1860-1900: Rutherford Hayes, with runner-up Johnson
1900-1933: Tie: Woodrow Wilson-Warren Harding.
1933-1975: Tie: Lyndon Johnson/Richard Nixon.
1975-present: Jimmy Carter. Gerald Ford and Bill Clinton tied runners-up.
