Bush- he won the Electoral College.

As much as I'd like Gore to have won, recount after recount wasn't getting him anywhere. Bush won under a somewhat unfair system, but he won nevertheless.

I say Pat Buchanan was the real winner. He got hundreds of votes from elderly Jews in South Florida, something nobody thought he'd be able to do. Smiley

Well to paraphase Clinton, it all depends on your definition of rightful.

If you mean who won the most EVs due to people casting legal votes by correctly following voting directions, then Bush did.
If you mean who would have won the most EVs if all voters had correctly voted as they intended, then Gore.

The 2000 election was so ugly, there would have been no possible way to resolve it without pissing off half of the country.  If, by some chance, Gore had actually overturned Bush's victory, there would have been such a giant outcry that Gore would probably have been substantially weakened by it.  I don't think there was any "rightful winner"; there were just too many questionable aspects on both sides.  If it were a wrestling match, Bush and Gore would have pummeled each other into a pulp, and then when they both fell down from exhaustion, Bush would have inadvertently fallen on Gore, claiming victory.

gore should've, and would've won, had it not been for some faulty ballot papers, which is obviously neither the republicans' or the democrats' or anyone's fault except for the people who made the butterfly ballot papers who should have forseen this sort of problem arising.

I think the best way to summarize the 2000 election has already been stated, that being that Bush won, but more floridians INTENDED to vote for Gore.

Gore.  In recounts after the inaugration, if there had been a statewide recount, Gore would have won.

Of course, intentions really don't count for much.

So there is nothing wrong with the state executing an innocent person? After all, the person is legally guilty, even though the justice system is not intended to work that way.

It can also be argued that more people intended to vote for Bush in the panhandle, but stayed home when the networks first called the state for Gore.  We may never know.
