Only if they're at least decent looking. If they are they can get a license. Ugly ones have to keep their tops on.

When we were in Cancun a couple of years ago there were quite a few women going topless on the beach and around the pools. I must admit it kind of rattled me at first because I wasn't accustomed to seeing ordinary women walking around topless. The first impression was as if I had accidently walked into the ladies changing room, and my immediate thought was that I should cover my eyes and appologize as I turned around and walked away. But of course I knew that this was a public place, not a changing room, and that the ladies in question apparently did not mind being seen. I got used to it soon enough.

On the one hand I think women should have a right to go topless if they want. But on the other hand some people, especially those with children, might prefer not to see it, and their rights should be respected too.

Maybe the best solution would be to have topless areas and non-topless areas, kind of like smoking and non-smoking sections in a restaurant.

Indeed. Each woman that wants to apply for a Topless Permit will have to appear before the committee and be subjected to a "aye" or "nay" vote from the nine members.

We're going to need more licenses.  If we are going to judge attractiveness to decide what women can wear, can we have a panel to judge intelligence to determine what people are allowed to post their thoughts?  We can stop us from being proposed to some really stupid thoughts.

I don't exactly check out or rate my mom or any relatives, although as she's too old she no doubt would not be allowed to under my system. Not like she'd want to.
