A little of both.

I respect the fact that he faced reality and gave up power in a non-violent manner when the time came.  He could have done much worse than he did.

Considering the time and system that he grew up in, one could almost call him a freedom fighter in a negative sense, since he gave up power peacefully and did not resort to violence to try to keep himself in power.

Horrible Person for surrendering his nation to ruin.

Horrible person for doing almost all he could to ruin the country before finally facing the inevitable. The KwaZulu civil war of the early 90s era is his responsibility, make no mistake about that - and the wave of crime in the late 90s is largely a result of that war.
