I think that the government would be overstepping its powers if it were to outright ban families from having more than 2 children. It could offer tax insentives, however this will likely lead to a large increase in the number of abortions. This is of course, unless the tax insentive is something along the lines of "if you get a vasectomy before the conception of a third child, the government will .....I dunno......pay for higher education or something (fill in blank). It isn't perfect, far from it, but its a start. As a nation we don't really have a population problem; it is our overconsumption of natural resources that is the problem. If everyone ate 2 meals a day, rather than 3 it would hardly impact there lives but so much more food would be available for those whose 1 meal a day is barely a meal at all. Also.....a dozen acres dedicated to cattle feeds just as much as a single acre dedicated to grain. If we cut our meat intake slightly that would also help. These are much better solutions to this (not enough resources for everyone) problem.
