Actually, A18 is absolutely correct, if we take a very liberal definition of the verb "to oppress".  The whole idea of (unrestricted) democracy is that the majority rules, and that the minority is forced to go along with the decisions of the majority.  This is the main motivation of the creation of a constitution: to establish things on which democracy cannot be applied, or, equivalently, on which the majority cannot rule (e.g., to make it so whites cannot vote that all blacks should be executed).

No. Democracy is rooted in the belief that majority rules, so there is always that minority whose opinions are being rejected.
