I wonder why Ted Kulongoski is so chronically unpopular in Oregon.  So far I have heard two possible explanations: (1.) the economic recovery hasn't filtered down enough so that the average Oregon citizen can feel impacted by it or (2.) he is so centrist that it is turning off his Democratic base while failing to appeal to independents given the uneven pace of economic recovery in the state. 

Is there another?  And what caused this particular spike in his disapproval ratings?
