Nay.  I'm willing to delegate the decision to the Secretary of State.

However if the amendment should pass, I propose the following amendment.

Add to the bill the following:
“3. Upon the recommendation of the Secretary of State to the Senate that it should invoke its authority under section 2, then notwithstanding the Official Senate Procedure Resolution, any Senator may introduce for immediate consideration by the Senate a resolution that would invoke its authority under section 2.”

As promised, I'm going to offer this amendment which I'm repeating here in case it got overlooked by some Senators during the voting on the last amendment.:

Add to the bill the following:

Nay on the amendment.

Section 2 is now effectively redundant since the Senate can amend any of the laws regardless of whether a law explicitly allows for it. The Senate has therefore passed my amendment, and then passed another one that effectively undid it. Those who voted Aye twice are therefore total Kerry flip-floppers.

The whole point of allowing executive discretion in matters such as this is so that we don't have to bother to legislate for every minor change in circumstances - if progress is made in the peace process, the SoS can gradually ease the restrictions, but can also tighten them if matters go downhill - in this way he has a saber to rattle with the Palestinians, and the Palestinians know that he doesn't need to get Senate permission every time, so its not going to get bogged down in partisan rancour.

Given that Section 2 is now redundant, I therefore motion to amend to strike the entirity of Section 2.
