I'm not sure if either are immoral.

I dispute 'theocratic'; while Iraq's majority party does have a religious base, the state itself is at least theoretically secular, unlike say Iran or Taliban-era Afghanistan.

Yes that did happen in Minnesota, but before you hate us the thing was never brought up, some Republican leaders toyed with the idea before the special session commenced but agreed to drop it before the session. However the sponsor of that ban, State Sen. Michele Bachmann, a raging homophobic lunatic, still kept demanding it come up for a vote and argued it was more important to children's future than the budget and properly funding schools (yes, I wish I could say I was making this up.) This is the same senator who broke out into tears when the Senate President announced the end of the normal session before her bill came up for a vote as she kept begging him for a vote, and got members of a bunch of fundie churches to come with her to the capitol and pray over the desks of DFL senators who were against it. Now she's running for Mark Kennedy's House seat, meaning I'm hoping like hell Wetterling beats her.

Lewis: yes, theoretically lawmakers could introduce whatever they wanted. However special sessions are called for a reason, and the reason is not so every lawmaker who introduced a bill that was buried and not voted on can try to revive it, and no other lawmaker tried that either.

I have to go to class soon, but I'll grade these afterwords.

Lewis, the publication that my university distributed (called the National Student Voter Guide) didn't have any endorsements, it pretended to be a non-partisan guide to education students on the issues, although the breakdown of Bush and Kerry's positions were insanely biased. I wish I still had it on hand so I could give some examples, but on comparing them on the environment they gave long long lists of Bush's ties to big corporations while emphasizing Kerry's accomplishments in environmental protection. The guide said absolutely nothing about being published by a communist group, you'd have to visit their website and look into their "sponsors" to figure that out. One of the ads in it was from a T-shirt company that was selling hammer and sickle shirts.
