No clue. I think they fly the flags of the nations that had us as colonies? I believe they have the spanish flag to.

It's actually very difficult to find a picture that does it justice. It's a marvellous Victorian building which has recently been 'refreshed' and renovated, so it doesn't look so 'scuzzy'. It is also very historic, because it is where Federal Parliament sat between 1901-1927.
