I find it is more nationalist than statist. Statism is more about centralized government and more government control in policy and planning. The above quote could apply to a nation of smaller, less centralized government.

As Dibble says, it's nationalistic, not statist.  The statist version would be: “Ask not what your government can do for you—ask what you can do for your government.”

As I interpret that statement, Kennedy was not requesting that all citizens become slaves of the government; he was asking them to consider what they can do to help their country and their fellow man.  This is more about patriotism and generosity than it is about statism.

No - it's nationalistic

Neverthless, I do believe the total (i.e. the state or the nation) is greater than the sum total of its parts (i.e. individual citizens)
