What if the Boundary States competed to annex DC?
Would that be legal or at all possible?
DC was originally a 10 mile sided square along both sides of the Potomac.  In the early 1800's DC residents actually voted for MD Senators and Congressmen.  In 1846 the VA side of DC was returned to DC by an act of Congress.  The remaining part of DC, perhaps minus a federal mall area, could be returned to MD by act of Congress giving DC residents full voting rights.  They could then vote for the MD senator and MD would get an extra Congressional district.  However, it would take an amendment to the Constitution to rescind DC "special" 3EV.  But MD doesn't want DC, because it would be a drain on their budget.
One would think the Republicans would be pushing to return DC to MD, and rescind the 3EV for DC, since they could claim credit for giving a majority black city Taxation with Representation, and eliminate 2 Democratic EV!
