Concerning that some of the best immediate care response within the US is provided by the Salvation Army, a faith-based group, this makes perfect sense.  Use what is available.  In this case, the Salvation Army (for example) is a well equipped, well funded organization.  If the government understands their capabilities and locations, then they can use that into their planning for responses.
