Broadly, yes. Both are partisan warriors. However their fighting styles are very different.
In terms of active combat, Coulter is probably far superior. She's a bit younger, in much better shape, and has rage closer to the surface. She could probably kick Moore's ass, given the opportunity.
As for brains, I'm uncertain. Both can be very witty or very stupid. My mom thinks Moore's films are more about him laughing his way to the bank than anything. Not sure about Coulter.
