The Anti-Drug Testing Act

I hereby propose the following bill to be debated and voted upon by the Senate:
1. No student shall be forced to submit to a suspicionless drug test when there is no evidence that he/she has been using drugs on campus.
2. No school can make suspicionless drug testing a requirement to participate in any type of school activity.
This was my bill at MS Youth Legislature last year, and it passed overwhemingly. If anyone wants to debate against this, I shall gladly present the overwhelming evidence against random drug testing.

I would like to submit an amendment to remove the words "on campus" from the bill and also change evidence to question.
1. No student shall be forced to submit to a suspicionless drug test when there is no question that he/she has been using drugs.
2. No school can make suspicionless drug testing a requirement to participate in any type of school activity.
I think if there is any evidence at all of them taking drugs, then they should be tested, not just if there is evidence that they took drugs on campus.
The question part I have proposed as if there is evidence they are taking drugs, then that means they ARE taking drugs and known to be taking them. Question would imply things like bloodshot eyes, seeming to be "high" in classes and the such.
