Now if Senator Bell would like to introduce his amendment as a new bill I'm sure Q and I would be happy to bump it up.

I, for one, am in favor of dealing with the Puerto Rico issue as soon as possible, so I would agree with the PPT in this action.

I hereby open up the vote on this amendment. Please vote Aye, Nay or Abstain.


A fourth section shall be added as follows:

IV: Section 2 of the Miscellany Act shall be amended, following a majority of the citizens of Puerto Rico voting in the affirmative to grant Puerto Rico statehood, to contain a clause 4, the text of which shall be as follows: "Puerto Rico is contiguous to Florida"

Nay, if we must introduce it into the Union, then contiguity to not only Florida, but also Maine or Massachusetts as suggested by Secretary Ernest would be advantageous in my opinion.

I just realized that I forgot to edit that amendment, as I had intended to add Maine as something it was contiguous to.

Therefore:

Nay.

and I introduce this amendment:

I vote in favour of the revised Gabu amendment ftr.

Presuming PR is admitted, it is actually advisable that we put it into a State and Region now, rather than leaving it for some future date - I have no intention of having to consider 3 pieces of legislation on the admission of PR into the Republic, when 1 will do just fine.

I motion to strip out Clause II and add:

II. Puerto Rico shall become a State in the Southeast Region.
III. Puerto Rico shall be assigned to District 4 until the next round of redistricting when commensurate with the Constitution it shall be liable to be moved to another District.

Subsequent sections are renumbered to maintain sanity.
