Hate Crimes Statistics Bill


Section 1: Findings
1. The "Hate Crime Laws Abolition Bill" states in Clauses 4 that "[t]he Atlasian government shall keep track of the number of racially motivated crimes committed after the passage and implementation of this bill."
2. Clause 5 of said bill states that "[t]he Atlasian government shall keep track of the number of crimes committed because of the victim's sex or sexual orientation after the passage and implementation of this bill."
3. The bill was signed into law by President Siege40 on October 13, 2005.  Since taking effect on that date, the Atlasian government has not released these statistics collected regarding crimes that were committed based on the victim's race, sex, or sexual orientation.

Section 2: Requirement of Attorney General
1. The Attorney General shall be required, using the timetable given in Clause 2, to provide a report stating the number of crimes committed based on the victim's race, sex, or sexual orientation in the previous four months, including specific breakdowns by category of crime and region.
2. This report shall be delivered once every four months: on the third week of January, May, and September.

Ebowed is the one who wrote this, I just sponsored it for him. And I think it would be a good idea to see how many "hate crimes" have happened since we abolished them.

Sections 4 and 5 of the "Hate Crime Statistics Bill" made the government track the crimes so he should get it from there. (I guess the GM?)

Wouldn't it be rather convenient just to get the GM say "this was a hate crime, this wasn't"?  It's not exactly as obvious in real life.

Ok I have an amendment to fix this bill:

Section 2 shall be amended to read:

This brings to mind Al's suggestion for a national motto, as if this passes, it will be rather appropriate.

Nay.  A better idea would be to have the GM report the number of crimes committed against people of each race, sex, and sexual orientation, and then have the people in charge decide for themselves which was and wasn't a hate crime.  Having the GM simply say "this was a hate crime, this wasn't" is silly.

FYI here's the original hate crimes bill debate where the retarded requirement to keep track of hate crimes comes from.

The bill before us right now was written to give the Attorney General something to do and to make use of these statistics we are required to be collecting.  If you guys want to repeal Clauses 4 & 5 of the original Hate crimes bill, though, that'd be A-OK with me.
