Yes, it should be allowed, but the government should in no way acknolowedge it.

The flag should be provided by the school district as a teaching tool.  Students would not have a reason to bring one of the campus.

Are you asking if the Nazi Flag should be displayed in public schools, that is, alongside the US and state (California, Washington, New York, whichever state it is) flags? I agree. It most certainly should not be flown or displayed in any official capacity, but the symbol itself should be legal on clothing, so long as it isn't accompanied by any statements advocating the commission of a crime.
