Johnson goes in another category, his performance is so mixed, he deserves to be in neither the best or the worse list. I'd consider that the same thing is true from Nixon, Reagan, and Clinton.

Lyndon Johnson was the president who worked Congress the best. He could get any bill he wanted passed.

I have a list of 11(with 4 Presidents tied for 8th) I do believe however that George W. Bush will be on this list but a sitting President shouldn't be on this list imho.
