I will not support this bill unless the age of consent and the age to access pornography is raised to 18.

You can always introduce an amendment Phil.

I can't find much wrong this Bill but I do feel that the one year maximum jail sentence and/or a fine of no more than $2000 is grossly lenient for cases of bestiality, necrophilia and incest given the depravity of the crimes.  Might I suggest that five years and $10000 be more appropriate

I, hereby, introduce the following amendment [changes shown in green ]:

Section 4: Bestiality
The act of bestiality, which is defined as gross sexual imposition, sexual assault, or the committing of a deviant sexual act with an animal that is not a human being, shall be illegal.  Any person found guilty of bestiality shall be sentenced to five years in jail and/or shall be fined $10000

Section 5: Penetration of a Human Corpse
1. Sexual acts relating to necrophilia shall be illegal.  Any person found guilty of sexual acts relating to necrophilia shall be sentenced to five years in jail and/or shall be fined $10000 .  Appropriate penalties relating to restrictions on cemetery visits and in particular contact with the family of the person whose corpse has been defiled may be applied by juries as they see fit.
2. "Sexual acts relating to necrophilia" is defined as:
(a) a person intentionally performing an act of penetration with a part of his or her body or anything else,
(b) what is penetrated is a part of the body of a dead person,
(c) the person knows that, or is reckless as to whether, that is what is penetrated, and
(d) the penetration is sexual, and in particular not for medical, scientific, forensic or investigative reasons.

Section 6: Incest
1. No two people or group of persons who are closely biologically related may engage in sexual relations with each other.  Any person found guilty of willingly violating this law shall be sentenced to five years in jail and/or shall be fined $10000
2. "Closely biologically related" is defined as to restrict sexual actions between a person and his or her biological mother, father, sister, brother, aunt, uncle, first cousin, niece, nephew, daughter, son, granddaughter, grandson, great-granddaughter, great-grandson, great-grandmother, or great-grandfather.

These changes are to reflect the depravity of the aforesaid crimes. The original penalties for beastiality, necrophilia and incest are in my humble opinion way too lenient. Punishment should reflect the nature of the crime

I support Hawks' ammendments. Actually, I would recommend the penalty for beastiality to be much higher than the others. It is much worse than incest and necrophilia.

I'd suggest the following changes to your amendment SoS:

Section 7: Pornography
It shall be legal for persons of ages 12-14, with parental notification, or 15 years of age or older, without parental notification to buypossess and view pornography depicting only persons of 18 years of age or older.


I cannot picture a more awkward or impossible conversation than asking one's parents for pornography.  Notification still bugs me, but I feel it is more appropriate.

It will be voted on but there is a debate time on amendments you know. I was just stating that I won't be supporting it because I think it's horrific.  You have every right to introduce any amendment you want and it will get voted on but we all can state our opinions. Smiley

I understand and encourage it. I was merely standing up for the amendment, which I find to be an important leap in sexual rights and moral change in Atlasia.

I think I will abstain, considering I agree with increasing the penalties on beastiality, but it is too harsh for the other acts.

Also, I think I have to agree with SoS's amendments at the risk of sounding like opebo. If you think about it, if consent is given, what is the big problem? Sure, it's disgusting, but if consent is given. Also, the pornography thing is good too, because let's face it most teenagers look at porn, so why do we need to penalize teenagers for doing so?

What is the need for federal legislation here?

Because they are "federal" territories, which do not form part of any Region

Did you, for example, question the Expansion of Gun Rights Act (OK, granted this had constitutional justification by virtue of the Second Amendment) or the Abortion Restriction in Federal Territories Act on the same grounds or do you just cry "What is the need for federal legislation here?" when it suits you?
