It's a rough sketch, and I am open to any (serious) suggestions for improving upon it.

We can draft a "Virginia Plan" for Energy.  Smiley  I had a model breakdown on here at some point.  I'll see if I can find it, dust it off, and maybe we can come up with something.

A bill to scrap about 50% of our non-national security expenditures.

I like that. I would order a complete audit of government spending then cut the waste. I'm sure there are still out there $900 toilet seats that we do not need!

Write an energy independence bill on three time-scales:

1. Short-term (the next five to ten years): increase fuel refinery capacity, and fuel efficiency CAFE standards for all vehicles, including boats and planes and particularly SUVs; and triple the tax credit for newly acquired hybrid vehicles. 

2. Medium-term (the next half-century): expand and facilitate the building of new nuclear-fission power plants throughout the country, while mandating that at least 25% of our energy needs be derived from 'green energy' sources (including nuclear energy) by 2020, and 50% by 2030, 75% by 2040, and 100% by 2050. 

3. Long-term (towards the end of the 21st century): forge public-private partnerships between local, state, and the federal governments with corporations for developing nuclear fusion and hydrogen fuel-cell technologies as marketable energy sources with the ultimate ambition of using them to power our economy to the same extent that oil already does now.
