The way I read into it was that the first question referenced was about whether the state ought to go to great lengths to emphasize national security concerns and be "tough on crime," while the second seemed to ask whether the government should continue paying down debts to the IMF and/or individual countries, which would imply austerity measures are preferred to letting debts incrementally compound in their interest. Favoring an end to debt payments (or less drastically making payments late) might be considered a form of national protest against exploitation by foreign interests and/or a testament to valuing the immediate needs of ones people more so than being a great partner in business for other states and global financial institutions.
