Just from looking across the St. Mary's River? Obviously you can't get a very reliable impression of it from that.

Now when you cross the Detroit River from Windsor to Detroit, there is a huge change. But the two Sault Ste. Marie's aren't that much different.

And I have a very high opinion of Ontario.

I went there once, to the TIP ceremony thing at Duke back in 7th grade.  It was pretty nice, though the airport sucked.
