I haven't read it all yet, my Acrobat is acting funny, so I'm gonna wait to finish downloading it until I get the updates (doing that now, so I'll read it tomorrow).  It's available @ www.devosforgovernor.com/TheMichiganTurnaroundPlan.  (Make sure you have the latest Acrobat 7.0.8 in order for all of it to work right.)

No option to say it's bad?

I haven't read it yet either, so I'm not making a judgement, just pointing out that the choices in this poll seem a bit biased.
