Incorrect.  Those who let their anger get the best of them cannot make sound, balanced legal decisions.  I want a dispassionate, judicial temperament from my justices.

It would be now, because the GM says Gabu agreed to be dead, which can basically be considered a LOA until he's expelled or his term ends.
