If the Republican President allowed the Democratic Congress a free-hand on domestic policy in return for a free-hand on defense-related and foreign policy?

So basically the Eisenhower years? Sure.

If Congressional Democrats at the time had their way Eisenhower would have approved a whole lot more in both areas.  Ike is 4th out of all the presidents in terms of number of vetoes.

Maybe it was for the best, to stop them going too far. And the judicial nominees still have to be confirmed by a Democratic Senate.
