So, the grand list of counties that as far as we know have always voted for one party:

Democratic: Breathitt KY, Elliot KY, Floyd KY, Knott KY, Northampton NC, Brooks TX, Duval TX, Jim Hogg TX, Maverick TX (according to RBH it went R in 1928), Starr TX (and also DC, of course)

Texas info for the counties noted

1932: Kendall went for FDR, 74-26.

1928: Brooks went Smith, 67-33; Duval went Smith, 74-26; Jim Hogg went Smith, 71-29; Maverick went Hoover, 63-37; Starr went Smith, 90-10; Webb went Smith, 68-32; Zapata went Smith, 94-6

I assume Kendall voted for Landon in 1936? And obviously all of the counties you list for 1928 of course voted for Roosevelt in 1932 and 1936 presumably.

I also assume that in the case of Gasconade, MO, it has voted continuously R ever since 1856? And Taney and Putnam have indeed both never voted anything other than R?

Well we know they are wrong about Webb, as it voted Republican in 1912 according to the Atlas (unless Dave is wrong, but that could never be Smiley).

According to that book, however, it would appear Brooks and Jim Hogg are the two counties that have never voted Republican, although Brooks has been around a lot longer than Jim Hogg.

If we include the Gubernatorial results we have so far (since 1996), here are the counties on the lists to have voted for the opposite party for Governor-

Alabama

Jefferson, Lee, and Mobile all voted D in 1998, and Jefferson in 2002 as well.

Arkansas

Clark, Desha, Jefferson, Lincoln and Phillips all went R in 1998.

California

Yolo voted R in 2003 (though still against the recall)

Colorado

Costilla voted R in 2002.

Connecticut

Hartford voted R in 1998 and 2002.

Delaware

Kent and Sussex voted D in 1996 and 2000.

Georgia

Dooly was tied in 2002. Lowndes voted D in 1998.

Hawaii

Hawaii and Maui voted R in 1998 and 2002. Honolulu voted R in 2002 also.

Kansas

Wyandotte voted R in 1998.

Kentucky

Interesting that some Kentucky counties didn't vote in 1864. I assume these were areas sympathetic to the Confederate cause. Had they officially seceded? Or was it just too difficult to hold an election with war raging in their midst?

I believe I read somewhere where Elliott County, Kentucky has the longest streak of voting Democratic, which is kind of ironic seeing as how it's in Appalachia.

Wow. Wonder what the reason is for why it was GOP during the early Solid South days and then changed to so solidly Dem. I assume today it is a heavily black area, though it also voted very strongly Dem in the 20's, 30's and 40's (as strongly Dem as most any other Solid South county). Anyone know what happened in the first part of the 20th century to flip its partisan allegiance?

It's actually not that heavily black -- about 3:2 -- which makes it one of the unique areas where there's a black population and the traditional white Democratic voting patterns aren't dying quite as fast as most places.

So there's actually a racially diverse rural county in the South that doesn't have racially polarized voting. Wonder what the story behind that is?

It's a moot point now as far as this list, but had Breathitt, KY voted R before 2008? RBH said he was unsure, but I never saw confirmation of when it had voted R.

The end of voting rights for Blacks in Northeast NC, of course.

Ah, ok. Makes sense, though surprising that an area with such a past would have whites voting so Democratic now.

Hmm. So maybe it's really the 1964 results that are surprising there. Perhaps blacks were allowed to vote a little earlier here than in the Deep South?
Quite plausible.

"I'd like to share my own impression of John Salter, whom I first saw on a 1963 television newscast being mercilessly pummeled by a group of white men.  The attack took place during a Black student demonstration in Jackson, Mississippi [Salter is white and Arizonan. L.T.]  A few months later, John appeared in my rural, eastern North Carolina community, where we Black people were staging our own demonstrations.

(...) Salter's civil rights record, his obvious sincerity, as well as his willingness to take on the local racists, soon won over the most skeptical among us.  For over a year, he worked in our community, facing daily death threats, abuse, and the virulent hatred of local white people.

With John Salter's help, we initiated a countywide voter registration drive, and when local officials set up obstacles, John convinced a battery of topnotch lawyers to challenge the county board of elections in court.  Our side won.   For the first time since the disenfranchisement of Blacks in the late nineteenth century, thousands of eastern North Carolina Blacks registered. (...)"

It's just amazing to me that this one county only has managed to vote continuously Democratic, the last remaining remant of the old Solid South (well unless you consider South Texas part of the South).
